Caleb Quaid
President,
Clean Energy Help
Caleb Quaid is founder and President of Clean Energy Help (and its partner company Regenerative Shift), a Tampa, FL-based consulting firm that currently supports over $500MM in clean energy projects in all stages of development. Caleb works on projects that focus on municipal-scale energy planning, grid modernization, industrial decarbonization, domestic manufacturing conversion, solar, battery storage, and energy efficiency. He serves as the co-Chair of the Tampa Bay Regional Planning Council committee on Resilient Land Use and Building Design.
Prior to forming Regenerative Shift in 2021 and Clean Energy Help in 2025, Caleb spent 12 years working in the National Football League, mostly with the Tampa Bay Buccaneers in a senior operations and project management role. During his time with the Buccaneers, he oversaw stadium operations, game operations, facilities, and construction management projects totaling over $200MM in renovations and new construction. Caleb holds a master’s in business administration from the University of Florida.
John Riley

Before joining Clean Energy Help, John spent 20 years in leadership, management, and operations within the automotive industry, where he led teams, shaped strategy, and increased efficiency through consulting and training. Now, as Vice President of Operations at Clean Energy Help, he applies his expertise to a company dedicated to meeting our energy needs in a planet-positive way.
John is a Certified Professional in LCP Tracker, a leading software for tracking Prevailing Wage and Apprenticeship (PWA) Requirements. John leads the PWA compliance division of Clean Energy Help.
Miguel Maysonet III
Project Coordinator
Clean Energy Help
Miguel Maysonet III is the Project Coordinator at Clean Energy Help, where he supports clean energy projects across multiple states through systems optimization and development, policy research, and compliance support. His work focuses on federal policy compliance, community outreach, and research. He also serves as the Vice Chair of the B Local Engagement Committee for B Academics.
Before joining Clean Energy Help, Miguel supported sustainability initiatives with Hillsborough College’s Office of Sustainability, worked in Waiver Support Coordination for individuals with intellectual and developmental disabilities, consulted B Corps on re-certification, and served as an Operations Manager for a multinational laboratory.
Miguel holds an MBA from North Carolina State University and an MA in Global Sustainability from the University of South Florida.
Billy Austin
Partner Services: MEP Engineering, Energy Analysis, Energy Modeling, Commissioning
Billy Austin is licensed in 39 states and currently serves as the Vice President of ASHRAE. In 2023, he was awarded the distinguished honor of ASHRAE fellow. Billy has over 35 years of experience on mechanical and plumbing engineering, primarily on large commercial and municipal projects.
Randy M. Lucas
Partner Services: Tax Incentive Consulting, Rural Energy for America (REAP), 179D Energy Efficiency deduction
Randy is a North Carolina licensed Certified Public Accountant that has been providing energy tax consulting services with Lucas Tax + Energy since he founded it in 2009. He specializes in 179D deductions and REAP grant writing, and partners with Regenerative Shift on a variety of Inflation Reduction Act projects.
